Captain’s Comments
I would like to take this opportunity to introduce myself. My name
is Captain David Lazar and I have been assigned as the Commanding
Officer of Southern Station. I am serving in an interim role as Captain
McDonagh is away for the time being.
I am a fourth generation San Franciscan, born and raised in San
Francisco. I still live in the City and have chosen to raise my family
here. There is no place else I could call home.
It truly is an honor to have been selected to serve in what I
believe is the premier assignment within the San Francisco Police
Department. I have worked with many of the residents and merchants of
the Southern District over the years in previous assignments. I
recognize the hard work, service and dedication the Officers of Southern
Police Station provide on daily basis. Southern Station Officers handle
more calls for service each year than in any other police district in
the City.
This is my third assignment to Southern Station. I have always
considered Southern Station my home, having served on the night watch in
2002 under Captain Davenport and on the day watch in 2005 under Captain
O’Leary.
This is my 17th year in the Department, having been assigned to
eight of the ten district stations, four investigative assignments in
the Investigations Bureau, as the Lieutenant of the Police Academy and
for three years representing the Department on all homeless issues,
coordinating the Operation Outreach program. During the last 5 months, I
served as the Night Supervising Captain and was fortunate to get a close
look at the Southern District at night.
We have some challenges ahead of us as we near the summer months.
We must continue to address issues at the night clubs, robberies, drug
dealing and quality of life offenses. We will address these issues by
continuing our ongoing enforcement operations and vigorously pursue
those who commit serious crime in our district. Working with what I
believe are some of the Department’s finest officers, sergeants and
lieutenants, I am confident that we will achieve these and other
policing goals.
I am a strong proponent of Community Policing. It is only when the
Police Department partners with the Community and City Government that
we can properly identify and resolve problems and build trust. I will
rely heavily on the community’s input for direction on how crime and
quality of life issues are addressed in the Southern District.
I look forward to working with you and I would like to invite you
to Southern Station’s Community Meeting which is held on the last Monday
of the month at 6:00 p.m. Due to the Memorial Day Holiday, Southern

The Bay to Breakers race generates many complaints every
year due to the peripheral parties, nudity, drinking in public, public
sex, garbage, and injuries. Months of planning goes into this event with
the Police Department making every attempt to keep it safe. Please

This is the San Francisco Police Departments Youth Fishing
Program’s 40th year. Unfortunately, there will be no salmon season, but
we still will be able to take youths of the city out to the ocean and
fish for rock cod and halibut. Also, new for this summer, The Aquarium
of the bay at Pier 39 has offered to host children a tour of the

Qualifications:
A qualified candidate will be enrolled in a 2 or 4-year college
(exceptional high school students also considered) and maintain an
average GPA of 3.0. Foreign language proficiency is a plus. We also
encourage recent graduates to apply. A focus on or interest in political
science, public policy, communications or any other major really and a
demonstrated commitment to San Francisco are highly desirable. To be
considered for this position, candidates must be available 15 – 20 hours
per week for the duration of the school year. Candidates reaching the
interview phase will be given a writing test.

College credit available (if you do a good job and handle the necessary

Victory Gardens 2008+ is a pilot project funded by the City of San
Francisco to support the transition of backyard, front yard, window
boxes, rooftops, and unused land into organic food production areas.
In 2008 we will choose 15 households that represent the diversity of
San Francisco to participate in the program. You can participate
regardless of your income, ethnicity, available space, neighborhood,
gardening experience, or lifestyle.
As a participant, you will work with the Victory Gardens team to
install a garden in your outdoor space. Although you will be the
primary caretaker of the garden, the Victory Garden team will provide
ongoing support.

We are periodically checking for the release of the next generation of

SFPD Recruitment that prospects can have easier access to speaking with
SFPD recruiters.
We are in discussions with the US Air Force & Air Guard, US National
Guard and the US Marine TAPS programs to link our recruiting messages
into their databases. This would give us access to full-duty enlisted
men and women who are returning from full/active duty and seeking
civilian jobs within Law Enforcement.
Updating Recruitment literature, display photos, videos as well as other
sales & marketing items used to sell SFPD to prospects seeking
employment.
Recruitment Unit hosting the Recruitment Orientation Training Sessions
for all part-time recruiters.
Brainstorming and researching other incentive packages to propose to
Command Staff for consideration, review and approval.
Gearing up for the Fall 2008 San Francisco Public Safety Expo.
Updates:
We had approximately 355 prospects to take the SFPD written examination
on April 22nd at the St. Mary's Cathedral.
Our Women's Health & Fitness Challenge for this fiscal year has been
postponed as result of proposed budgetary cuts. Should budgetary matters
improve next fiscal year, there is a possibility we may obtain command
staff approval to proceed with this event next fiscal year.
Please note the location of the written test site has been changed, as
the Bill Graham Center has closed for renovations work. St. Mary's
Cathedral is located at 1111 Gough Street and this facility has the
ability to hold a capacity of 500 test takers.

Graffiti Alert:
Day Watch Sgt. Christie is the Graffiti Abatement coordinator. Each
month he collects surveys from the various beat officers to report
graffiti to DPW and our own Graffiti Unit within the police department.

311 Customer Service Center:
What is 311? 311 is a toll free, NON-EMERGENCY phone number that the
public can call to access information about government services. A live
customer service representative will be available 24 hours a day, seven
days a week, and 365 days a year. The service is available to both wired
and wireless customers. Wireless customers should call
(415) 701-2311.
311 employees will be able to provide translations services in more than
145 languages and dialects and will employ a diverse staff of customer
service representatives. Additionally, 311 is set up to accept calls
form the hearing impaired by utilizing a TTY System.
Cell phone 911:
How does 911 work on cell phones in San Francisco?
If you are on surface streets in San Francisco and dial 911, your call
will be answered by the San Francisco Department of Emergency Management
Services. Once the San Francisco Department of Emergency Management
Services determine what emergency services are needed, they will then
route your 911 call to the San Francisco Police Department or the San
Francisco Fire Department, including ambulance service.
If you are on a freeway in San Francisco and dial 911, your call will be
answered by either by the San Francisco Department of Emergency
Management Services or the California Highway Patrol Dispatch Center.
Regardless, your 911 call will be routed to the proper emergency agency,
the San Francisco Police Department, the California Highway Patrol, or the San Francisco Fire Department, including ambulance service.
