Captain’s Comments
Wednesday July 8th 2009
Well summer is passing quickly but the budget process for the city
and state stills goes on. As you might know the police budget will be
reduced. At this time I don't know by just how much or how it will be
done. Overtime is always the first funds that are eliminated but it is
very hard to get rid if it entirely. Daily this department runs into
issues that are spontaneous such as demonstrations or accidents like
underground explosions in manhole that require a large police presence.
Some of the money spent on this type of overtime the department tries to
recoup from the entity responsible but that is not always possible.
Arrests account for a lot of overtime as well. An officer can make an
arrest that is long and involved near the end of their shift. Sometimes
this can be passed off to other officers who are coming on duty but for
court purposes a lot of the work must be done by the initiating officer.
For every arrest an officer makes he must appear in court and most
officers don't work court hours Monday – Friday 9am-5pm. If the
department can't save money on overtime, then we look at what changes to
improve the department can be held off until more money is available.
This results in needed modernization being put off. Also no officers
will be hired putting the department back into that problem of just not
having enough police officers to handle all the issues on a timely
basis. High priority crimes will always be taken care of immediately but
the nuisance problems will take time. This recession is affecting
everyone and the department will do its best to maintain the level of
service everyone has come to expect.

Arrest Log
Sunday 6/14/09 11:40 PM Market/6th St.: Officer Anderson and Officer
Madrid responded to assist Officer Cariel and Officer Lum on an arrest
of a robbery suspect. Officer Cariel and Officer Lum were on patrol in
the area when they were flagged down by a victim stating he had just
been robbed. The victim stated he was walking westbound on Market St
when he was approached by two males. The males reached into the
victim’s pants pockets and took all of his money. The victim pointed
out one of the suspects who the Officers detained. The suspect who was
23 years old from South Carolina wrote a letter of apology to the 54
year old victim. The suspect was STILL booked at County Jail 9.
Monday 6/15/09 12:35 AM Colin P Kelly/Brannan St.: Officer Bertrand,
Officer Cronin, and Officer Hernandez responded to a call of an auto
burglary and detained the suspect who matched the description given by
dispatch. The witness stated the suspect the Officers had detained was
the person he saw breaking into the vehicle. A record’s check revealed
the suspect was on active CDC parole for auto burglary. The suspect was
booked at County Jail 9.
Monday 6/15/09 6:55 PM 1231 Market St.: Officer Yamamoto and Officer
Auyoung were on patrol when they were dispatched to a call of a suspect
breaking windows. Dispatched advised the Officers that the employees
were following the suspect. The Officers arrived on scene and detained
the suspect. Three witnesses stated the suspect punched the window,
breaking it. A record’s check revealed the suspect was on active CDC
Parole. The suspect was booked at CJ 9 with a hold for Parole.
Wednesday 6/17/09 1:33 AM Stillman St/3rd St.: Officer Leung, Officer
Crosby, and Officer Pallidino responded to 3rd and Stillman on a call of
shots fired. When the Officers arrived CHP Officer Farley and Officer
Ruiz had two suspects detained. The Officers spoke to three victims who
told the Officers they threw some paper flyers off their vehicle. The
suspects thought the victims were throwing the flyers at them. One of
the suspects drew the handgun from his waistband, pointed it at the
victims and fired three shots at them. CHP Officer Farley recovered the
handgun which had the serial number filed off. The Officers also
recovered two large amounts of marijuana, a pair of brass knuckles and
three spent casings. When the three witnesses looked over and saw the
two men the Officers had detained, they stated, “That’s him!” The
suspect was booked at County Jail 9.
Wednesday 6/17/09 7:40 AM Larkin/O’Farrell: Officer Lee was on foot
patrol when he observed a female drinking a beer at the Muni Bus Stop.
The Officer made contact with the female. A record’s check revealed the
suspect had a warrant for her arrest. The suspect was booked at CJ 9.
Wednesday 6/17/09 8:20 AM Market St/9th St.: Officer Ocreto and Officer
Walsh were dispatched to a call of a person with a knife. Prior to the
Officers arrival, Lt. Armanino detained the suspect. The victim stated
he was on Muni, when the suspect approached him and yelled obscenities
at him. The suspect reached into his pocket, removed a silver folding
knife, exposed the blade and swung the knife at the victim’s chest.
During a search, Officer Walsh recovered a bag of marijuana. The
suspect was booked at CJ 9.
Wednesday 6/17/09 9:53 AM 845 Market St.: Officer Lee and Officer Young
were on foot patrol when they were flagged down by a citizen who just
saw the suspect steal a can of hairspray. The Officers detained the
suspect. A record’s check revealed the suspect had a $25,000 warrant
for his arrest. The suspect was booked at County Jail 9.
Wednesday 6/17/09 11:10 PM Folsom St./4th St.: Sgt. Bragagnolo and Sgt.
Christ were on patrol when they observed a vehicle traveling east on
Folsom St. driving erratic. The Sergeants conducted a traffic stop and
made contact with the driver. A records check revealed the suspect was
driving on a suspended license and had a NO Bail warrant for his arrest.
A record’s check of the rear passenger revealed she had a $50,000
warrant for her arrest. Both suspects were booked at County Jail 9.
The vehicle was towed with a hold for STOP.
Saturday 6/20/09 6:47 PM 7th St/Market St. Officer Najarro was on patrol
when he heard Lt. Vintero broadcast that he was taking on a suspect
regarding a report of an assault. Officer Cole and Officer Razzak also
responded to the scene. The victim told Officer Najarro that the
suspect attacked him with a bottle. The suspect told the victim, “If
you tell the police I will you. I know where you live. I have too many
friends.” The suspect was booked at County Jail 9.
Saturday 6/20/09 7:40 PM Market St/Jones St.: Lt. Vintero was out on
patrol again in the area of Market St/8 th St. when he was flagged down
by a frantic driver who was on his cell phone. The driver stated “that
driver is drunk! I’ve been trying to call 911! She almost hit me!” Lt.
Vintero observed the vehicle the witness pointed out. The vehicle kept
swerving from the number two lane on Market St. to the number one lane.
Lt. Vintero effected a traffic stop and pulled the vehicle over.
Officer Cole and Officer Razzak arrived on scene to assist. Lt. Vintero
made contact with the driver, who was identified by her California
driver’s license. She told the Lt. that she only had two beers and was
coming from Ocean Beach. The woman who failed all the field sobriety
tests and the breathe test, (She blew a .122 and .141) was booked at
County Jail 9.
Saturday 6/20/09 11:30 PM Mission St/6th St: Officer Bertrand and
Officer Buckner and Investigator Ott of Alcohol Beverage Control were
working plainclothes in the area. Investigator Ott and Officer Bertrand
had previously responded to the premise on a stabbing which occurred in
the lower room of the nightclub. A few days after the stabbing
Investigator Ott contacted Officer Bertrand stating the nightclub did
not have a valid operating permit for the lower room. The owner was
cited for operating with out a valid permit.
Sunday 6/21/09 2:30 AM 1234 Folsom St: Officer Bertrand along with
numerous other units responded to a call of a person with a gun at an
ILLEGAL AFTER HOURS nightclub. Officer Bertrand entered the club and
found the DJ playing music. There were approximately 100-150 people
inside dancing and drinking alcohol. The bartender and the security
person pointed out the suspect who was running the night club. Officer
Bertrand recognized the suspect from prior contacts at illegal night
clubs. Officer Bertrand booked all the DJ equipment, alcohol, tickets,
and US Currency. The suspect was booked at County Jail 9.
Sunday 6/21/09 9:19AM Pier 14 (in water SF Bay): Officer Holder
responded to a call of a person in the water. Marine Officer Monpas and
Latus also responded to the area. When Officer Holder arrived he
observed a man holding onto a rope in the water. The Officers pulled
the man out of the water. The man who appeared to be under the
influence of crack cocaine stated he was just swimming to Oakland. The
man was transported to SFGH for a mental health evaluation.
Sunday 6/21/09 2:50 PM 654 Minna St.: Officer MacKenzie and Officer
Salmonson responded to the area on a report of an auto burglary. When
the Officers attempted to detain the suspect, he walked hurriedly away
and stated, “What I didn’t do anything.” The suspect walked along side
and in front of the Muni Coach which was stopped. Officer Salmonson
detained the suspect on the other side of the Muni Coach. The Muni
driver told the Officers he saw the suspect throw something underneath
his bus. A witness positively identified the suspect as the man he saw
breaking into the car. The Officers recovered a navigation system
underneath the Muni Bus, which the victim positively identified as hers.
A record’s check revealed the suspect was on active CDC Parole for auto
burglary and had a warrant for his arrest. The suspect was booked at
County Jail 9.
Monday 6/22/09 3:47 PM 425 Mission St.: Officer Leung was dispatched to
a call of a wanted person. Officer Leung arrived on scene and detained
the suspect. A record’s check revealed the suspect had a NO BAIL Parole
warrant for his arrest. The suspect was booked at County Jail 9.
Monday 6/22/09 4:20 PM Market St/Charles J Brenham: Officer MacKenzie
and Officer Salmonson responded to a call of a theft. When the Officers
arrived on scene, Officer Khan had the suspect detained and was speaking
with the victim. The victim stated he was on his I Phone when the
suspect came up and snatched it from him. The suspect and another
suspect tried to flee the area. The victim gave chase, ran after the
suspect and tackled him. The second suspect fled the scene. The
suspect continued to fight with the victim. The victim had multiple
scratches to his face from the suspect trying to scratch his face. The
sixteen year old suspect was booked at JJC.
Monday 6/22/09 5:37 PM 900 block of Natoma St.: Officer Khan responded
to the area on a call of man trying to steal a bicycle from inside a
garage. Upon arrival, Lt. Vintero had the suspect detained. As Officer
Khan was placing handcuffs on the suspect he stated, “I know why you
have me. I was stealing that Bicycle, I saw it so I went inside to take
it but don’t take me to jail man. All I want to do is sell this GPS and
Camera. I’ll be honest with you. It is stolen man. So please just
take me to jail for stolen property, not for stealing that Bicycle.”
The witness positively identified the suspect. A search of the suspect
revealed a check book with someone else’s name on it. The Officers
contacted the person whose name was on the check book. The man stated
that his car had been broken into in Oakland and his…..you guessed
it….his GPS, Camera, and checkbook were stolen. The suspect was booked
on burglary charges at CJ 9.
Friday 6/26/09 7:37 AM 88 Fifth St.: Officer Bandoni and Officer
Wilhelm were on foot patrol when they observed a female trespassing at
the Old Mint. The Officers detained the woman. A record’s check
revealed the suspect had a warrant. The suspect was booked at County
Jail 9.
Friday 6/26/09 9:50 AM 900 Market St: Officer Young and Officer Lee
were on foot patrol when they observed a male drinking a beer. The
Officers detained the suspect. A record’s check revealed the suspect
had a No Bail warrant for attempted robbery. The suspect was booked at
County Jail 9.
Tuesday 6/30/09 1:39 PM UN Plaza: Officer Razzak, Officer Cole, and
Sgt. Yee were conducting narcotics surveillance in the area when Officer
Razzak observed a hand to hand narcotics transfer between a man and a
woman. The Officers detained the suspects and recovered 12 pieces of
Heroin. Both suspects were booked at County Jail 9.
Case Follow Up
Saturday 1/24/09 1:43 PM Market St./7th St.: Officer Tom was dispatched
to a report of an assault on a Muni Bus. As Officer Tom, Officer
Miranda and Officer Orantes approached the scene they observed several
witnesses trying to detain a suspect. The suspect was fighting the
witnesses. Officer Miranda and Officer Orantes were able to take the
suspect into custody.
The victim, who was being treated by the paramedics, told Officer Tom
when she got on the bus the suspect was already on it. As the bus was
traveling, the suspect got up and punched her in the face. The suspect
then grabbed her cell phone and punched her in the face again. After
the second punch, a female suspect approached her and tried to take her
purse but the victim held on tightly and was dragged to the floor. Both
suspects fled the scene. During a search incident to arrest, the
victim’s stolen cell phone was found in the suspect’s pants pocket.
The suspect was booked at County Jail 9.
Case follow up: Charges were dismissed to proceed to another court.
Tuesday 2/3/09 7:59 88 6th St.: Officer Madrid and Officer Khan were on
patrol when they were dispatched to a call of a robbery. When the
Officers arrived they met with the victim. The victim stated he was
walking down the street when the suspect approached him. The suspect
asked the victim for money. The victim ignored the suspect. The
suspect grabbed the victim and stated “I’m going to go through your
pockets anyways.” The victim tried to break free from the suspect, but
the suspect stated, “I got a gun, chill out!” The suspect then forcibly
removed a bus ticket and US Currency from his pockets. The victim told
the Officers that the suspect was standing outside of the Porn Shop on
the corner. The Officers detained the suspect. During a search of the
suspect, the Officers recovered the bus ticket with the victim’s name.
The suspect was transported to Southern Station. At Southern Station
the suspect told the Officers, “I robbed him.” The suspect was booked
at County Jail 9.
Case follow up: The suspect received 80 days in the county jail and 3
years probation,

Join The San Francisco Community Police Academy
The Community Police Academy is a 15-week program that meets once a week
and is designed to inform and teach interested participants various
aspects of municipal policing, including patrol and investigations
procedures, vehicle operations, arrest and control techniques, firearm
procedures and emergency communications.
The Academy’s goals are to develop community awareness through education
and to develop a closer understanding and working relationship between
the San Francisco Police Department and its communities. Members of the
community are encouraged to join and learn about the San Francisco
Police Department. Participants can ask questions and offer comments
within each class. The next class is scheduled to start on February 17,
2009. We now also have a Youth Community Police Academy, geared towards
high school students and will last 10 weeks, starting on March 24, 2009.
The Community Police Academy participants are selected by the program
coordinator after an application process. Enrollment is limited to
twenty-five students per class.

What is 311? 311 is a toll free, NON-EMERGENCY phone number that the
public can call to access information about government services. A live
customer service representative will be available 24 hours a day, seven
days a week, and 365 days a year. The service is available to both wired
and wireless customers. Wireless customers should call
(415) 701-2311.
311 employees will be able to provide translations services in more than
145 languages and dialects and will employ a diverse staff of customer
service representatives. Additionally, 311 is set up to accept calls
form the hearing impaired by utilizing a TTY System.
Cell phone 911:
How does 911 work on cell phones in San Francisco?
If you are on surface streets in San Francisco and dial 911, your call
will be answered by the San Francisco Department of Emergency Management
Services. Once the San Francisco Department of Emergency Management
Services determines what emergency services are needed, they will then
route your 911 call to the San Francisco Police Department or the San
Francisco Fire Department, including ambulance service.
If you are on a freeway in San Francisco and dial 911, your call will be
answered by either by the San Francisco Department of Emergency
Management Services or the California Highway Patrol Dispatch Center.
Regardless, your 911 call will be routed to the proper emergency agency,
the San Francisco Police Department, the California Highway Patrol, or
the San Francisco Fire Department, including ambulance service.
