Southern Leasing Trains to First Capital Connect

Have you seen the latest posters for First Capital Connect. They are
leasing trains for " A Few Months" from Southern. Ergo the reason
trains have been reduced is to allow the work on the London north /
south tunnel.
My thoughts are that the over crowding is going to get worse. Is it
worth contacting the HSE to see if they can overload the trains and
put peoples lives at risk?
