DEAR SE DISTRICT WORKING GROUP

At their meeting last night, the Streetcar Advisory Committee was very supportive of the SE District Working group Report and Recommendations for Connectors.  Darrick Wong, Bob Richardson and I presented the report and heard from Mayor Adams about the importance of this plan and appreciation for our work. 

The SAC Requested a further specific Southeast DWG recommendation on Corridor Priorities, for their meeting Thursday afternoon.  SEE ATTACHED RANKING BELOW.

We hope the SAC will support all the Connector Recommendations in the developing plan.  While the Report ( Pros and Cons section)  rates  in High, Medium and Low Priority "Assessment of Community Support" and the Survey Results, the SAC also wants a clear DWG recommendation of our own priorities.

Your  three representatives developed the following proposed list of SE District Working Group Working Group based on the Report and all of the deliberations of the working group. The Recommendation endorses  the Connector versions of all SE corridors, to be consistent with our Report. Consistent with the Report the Recommendation proposes a logical priority sequence of Streetcar system development for a 30 year Network in SE, based on the principle building a connected system.

Re: RECOMMENDED PRIORITIES OF SE STREETCAR CORRIDORS

 

The SE Streetcar District Working Group Report recommends the Following Streetcar System Concept and Priority  based on the DWG’s Pro and Con analysis.

 

SECTION 4.2 of the Report ADDENDUM

 

4.2 Recommended Southeast Streetcar System Concept

 

The Southeast District Working Group recommends a complete, continuous, and multi-directional streetcar network in Southeast Portland that supports the continued growth of vital Southeast communities.  The Southeast System Plan should: 

 

·                    Include all ten of the “Remaining Corridors” shown on the March 25, 2008 map.

·                    Provide superior transit access between Southeast, Central Portland, the rest of Portland and neighboring communities.

·                    Consider energy-efficient trolley busses, enhanced bus service and bus rapid transit, integrated with a streetcar system, on any Southeast corridors where these modes more feasible. 

·                    Develop a more efficient and seamless transit system for riders, not just add another mode.

·                    Develop a streetcar system, including fare and service structure, which supports the Comprehensive Plan’s proposed “20 Minute Neighborhood” principle.

 

The System Plan should define a phased network, connected initially from current and planned Light Rail or streetcar corridors: For Example a 10-year, 20 year, and 30 year System. This provides certainty for communities, financial plans, and the ultimate outcome of an integrated transit system. A 30 Year Network should include all Remaining Corridors (3-25-08 Draft Streetcar System Plan Map):

1. BELMONT  STARK WASHINGTON 

with Hawthorne Bridge Connector and North Mt Tabor Connector

2. HAWTHORNE/50TH FOSTER  with Hawthorne Bridge Connector

3. 39th AVE CROSSTOWN CONNECTOR  Woodstock to Columbia Blvd

 Enhanced Transit and Medium Capacity Vehicles ( may not be Streetcar)

 

B. MEDIUM PRIORITY ( YEARS 11-20

 

 

1. 82nd Ave Cross Town Connector

2. MILWAUKIE-TACOMA   with Connectors to Eastside/MLK Streetcars, and Sellwood Bridge to Lake Oswego Trolley                      

3. SANDY   BLVD                                  

4. WOODSTOCK with Connector to Bybee MAX station, Milwaukie Ave Streetcar

 

C. LOW PRIORITY ( YEARS 21-30)
