Date: Aug 6, 2008 3:00 PM
Dear Southeast Portland Neighborhood and Business Association leaders:
The Southeast Portland Streetcar Survey is NOW ONLINE from the Portland
Office of Transportation (PDOT) - Streetcar System Plan (SSP) website:
http://www.portlandonline.com/transportation/streetcarsystemplan. This
survey was created by the Southeast Portland District Working Group (DWG), a
citizen-led group working with PDOT to study potential streetcar corridors
and assess community support for corridors under consideration for the SSP.
If needed, printed copies of the survey are also available at Southeast
Uplift, 3534 SE Main Street, (503) 232-0010.
- Please help spread the word by fowarding this email to your colleagues,
friends and neighbors -
PLEASE NOTE: For the purpose of this survey and the SSP Public Involvement
process, the SE "district" is bounded on the north by I-84; not Burnside.
In addition to the survey, other opportunities to get involved include:
* Neighborhood District Coalition & Business Association Updates:
Project staff, SSP System Advisory Committee (SAC) members, and DWG
participants will be available to meet with Neighborhood Coalitions and
Business Associations in August-October to provide an update on the results
of the DWG community assessment process, including the survey. Please call
503-823-7854 to get the SSP on your upcoming meeting agenda.
* Stakeholder Letters: Neighborhood Coalitions, Neighborhood
Associations, Business Associations, and other key stakeholder groups or
organizations are invited to submit position letters (in support, not in
support, indifferent) about the Streetcar System Plan potential streetcar
corridors this fall. Project staff would like to receive letters by the end
of November - early December 2008. Earlier is OK . Letters should be
addressed to:
Owen Ronchelli, Chair, PDOT Streetcar System Plan-System
Advisory Committee
Lloyd TMA
700 NE Multnomah Street, Suite 340
* Portland, OR 97232
* February/March 2009 Open Houses: Project staff share draft results
and receive public comments on the SSP analysis, public involvement,
planning, streetcar corridor concept map, and implementation strategies
For more information, an up-to-date SSP Public Involvement Schedule is
attached.

Overview: Streetcar System Plan Public Involvement in Southeast Portland
The Southeast Portland District Working Group (DWG) has been studying
potential streetcar corridors identified by the City to consider streetcar
issues relating to development/land use and transportation/circulation.
Potential streetcar corridors in Southeast Portland being considered by the
DWG include:
* Sandy Blvd.
* Burnside/28th/Glisan
* Burnside/Stark-Washington
* Belmont
* Hawthorne/50th
* Powell (east of 50th)
* Foster
* Woodstock
* Milwaukie-Tacoma
* 82nd Ave.
The purpose of the Streetcar System Plan DWG process is to engage the public
in the beginning of a long-range planning effort that will identify future
streetcar corridors with the highest potential in a long-term implementation
strategy. Specifically, the goal of the DWG process is to identify where
there is existing community support for potential streetcar corridors. This
information about public support will be added to technical data that
considers the level of service possible, anticipated ridership,
compatibility with the existing transportation system, and opportunities for
sustainable neighborhood development for each corridor. The results of the
technical and public involvement evaluation and assessment processes will
guide SSP project staff in developing a conceptual plan for how future
streetcar investments would be prioritized. The SSP is a 20- to 50-year,
long-range plan and will be updated as necessary to reflect the results of
later planning efforts, such as the Bureau of Planning's Portland Plan
effort.
