"The Fund for Gender Equality(FGE) is a $68 million, multi-donor initiative designed to advance innovative, high-impact programmes that focus on women's economic and political empowerment at local and national levels, in line with national development plans and priorities. Launched in December 2008 with an initial contribution of EUR 50 million (US$65 million) from the Government of Spain, and subsequently joined by the government of Norway, the Fund provides grants on a competitive basis to civil society and governmental agencies in Africa, Asia and the Pacific, the Arab States, Latin America and the Caribbean, Central and Eastern Europe, and the Commonwealth of Independent States. To date, the Fund has provided grants to 27 Catalytic grantees projects, and is in a period of disbursement of 13 Implementation grant initiatives to be implemented during 2010-2011.
According to the Fund's yearly plans 2010 and 2011, during the last months of 2010 and the first six-months of 2011 work is expected to enter in an intensive phase of implementation, and have a considerable increase in activities, especially in collection, monitoring and analysis of Catalytic and Implementation grants programme reporting. These areas will require effective coordination and information sharing with UNIFEM's offices and grantees in all regions, and systemization and analysis of progress, results and achievement of each programme. Based on data collected the Fund will develop six-monthly and yearly reports, important documents to present to the Steering Committee, and be used for resource mobilization purposes, and for this professional inputs are needed. Further in time, the Fund will start the preparation of complex processes of mid-tem, country and thematic evaluations of grantees programmes, areas that will require substantive programming and procurement support. Furthermore, ongoing management of funds, and periodic disbursement processes of Catalytic and Implementation grants, will require finalization and sharing of the FGE programme and operations guidelines, and for most, accurate preparation of contracting documents and support in effective and timely disbursement of funds.
Based on the above, the Fund is in immediate need to hire a specialist to strengthen monitoring, reporting and evaluation system of the FGE Secretariat, to work under the supervision of the Deputy Fund Manager, and in close cooperation with the Programme Specialist and Finance Specialist and contribute to the achievement of 2010-2011 objectives. "
