Unitisation - the pros and cons

Seeing as so many of us are preoccupied with unitisation (mine is in
Devon) I thought I would start a new thread specifically on this
topic.

Some of you are way ahead of us (our unitisation process, if it ever
happens, has stalled due to judicial reviews) and I wonder if you
could perhaps, from the vantage point of being further along in the
process give me some ideas of the pros and cons so far for market and
coastal towns? What is the nitty-gritty of just how it all works and
what are the pitfalls?

What is the system for devolving tasks in Cornwall to market and
coastal town level? How do you sort out planning and housing in such
a vast area? How does the centre ensure that finances are distributed
fairly?
