Does anyone have a little more detail?  Is this on the small path, railroad tie - staircase path that is not at all parallel to a vehicle entrance?  The path I'm describing  begins at the end of SE Park at the spot where it doglegs/becomes Heron.

I came upon this tree down on the path by river, entering Willamette Park from the Willamette Landing side, just north of treatment plant. I was on my bike and no way could I get through.

We discovered it at 8:30 Sunday morning at the start of our Friends Walking Meeting. Signs were already in place closing the path there, and nearer the parking lot. By the time we returned from an alternate route, a crew already was working on the limbs dangling over the parking area. 

So Parks and Rec or the city were on the case immediately
