Project next to the Sports Park

Hi neighbors,
Does anyone know what that project is going in next to the Corvallis Sports Park? My husband thought maybe a new railroad bridge, but that doesn’t really make sense.

Or if someone knows how to get that kind of information on line? I looked at City of Corvallis but only found a list of permits.

They're replacing and upgrading the main water line to north Corvallis
that lies under the Marys River.
