How can I make a database for hearing aids??

Hi,
i am no c++ programmer and I have a big problem:
In the program I need it should be possible to enter 4 frequences of
hearing loss (500Hz,1000Hz,2000Hz,4000Hz) and the program should then
show the fitting hearing aids. The amplifying values of the different
hearing aids should be given for the 4 frequences.
Has someone already a program like this?? Or how can I solve this
problem, with no idea of c++??
