Added Dynamic Alliance system.
Players can now form or break alliances at any time during the game.
Note: If alliances were preset before the game starts, they cannot be changed in-game.
Hotkeys:
F12 or Shift+F12: Select alliance target.
F4: Send alliance request.
Ctrl+F4: Accept alliance request.
Shift+F4: Withdraw alliance request, cancel alliance, or reject alliance.
