Is Soulseek really an open space?

Hi  There, 
Writing here to see how people who share are feeling about this.
I realised over the past months that plenty of people with closed sharing decision are abusing this system into downloading whatever they want without sharing anything...
I mean that they share file only for the people  they decide to  (wich is theyr whight) but are allowed to download from open user like most of us are.
Lately one of them refused to share something and banned me pretending that i was a leacher (uploading around 20gig daily...) and I saw this guy previously getting file he didnt have from my library.
Again, it's important to have this as  open as possible as it's the main concept of this network. 
Question is, could it be possible to have a rule that doesnt allow  people who have locked file to download from any other people unless they ask for an authorisation?
Or that whenever someone with locked files download from hou, you get automatically added to their user sharing list.

Having people sharing theyr content is a precious thing these day. We should not allow people to egoistically gather file withour sharing any...

I agree with this idea. I share everything. I also agree with Nir that locking files should be allowed and auto-banning should not be allowed. But if one chooses to lock any of their files, they should be forced to ask permission to download anything. But I think this would be hard to implement and users who lock files could easily get around this rule by creating a 2nd account with worthless shares to download. Only if soulseek allowed 1 account per ip address maybe this would work, but then they could use a vpn to change ip so I'm not sure. No matter what, at the end of the day, I am very grateful for this amazing soulseek community even if there are some leechers who abuse the system.

Locking files is a terrible function that should have never have been implemented.
