In other words the track is locked access to you. Asking  nicely can get you the track in any case, but sometimes some users are looking to trade for similarly rare tracks if you are looking to get a rare track off of them. They have all the power, unless you manage to find the track elsewhere in the quality that you wanted as well.

It's worked for me a time or two. Not without a little attitude thrown in by the user.  But nice talk does help.
