Downloads reappearing on startup - QT 2019.7.22

This started happening yesterday. A bunch of downloads that have concluded and been removed, are reappearing and downloading again on startup. Any ideas as to how to stop them?

I had a similar problem when I removed a download, like a couple of files from an album. When the rest finished, the removed ones would start up again. I found later that I had to select 'pause' and then when the rest finished I could successfully remove the whole folder.
