Is this normal people are blocking all their files and only selling them here?

Hi , so yesterday i tried to DL a file from a user , the DL wasn't launching , and a bit after this user came to me by private chat and immediately said all his files are only in exchange of a payment on Paypal or crypto .. 

Obviously , he have rare files who nobody else have here , and lock all his collection to be able to filter and reach each person interested to make profit on this.. 

Is this normal on soulseek , like to have people who make business , more with stolen files ? ( because any of theses files are from artists leaks , 99% are not supposed to be out their disks , so having this kind of people who made profit on dubs tracks and leaks on the back of artists is ... not cool , not ethical , and frankly in opposite of what soulseek is made for in basis , exchange between passionate people , not a board promotion for leak sellers ... ) 

Or maybe i missed something and locking files to only sell them is something allowed and accepted here ? ( if this is the case i don't hide i will stop using this app , opposite of my vision of music sharing and p2p stuff ) 

I precise i'm not the kind of user who DL and don't share , i have all my collection in public access without any restriction since day one on this app , even very rare stuff , so it's not a user who tried to push me to share , it's 100% somebody here to sell , make profit and nothing else , he done the same with a friend few weeks ago , starting to insult him when he refused to pay him for the file, and when my friend found the files elsewhere and started to share them on soulseek ( basically he was raging because my friend was ruining his business by sharing publicly and without restriction the same file he was the only one to have on soulseek before ... so toxic lol )

No, its not normal, nor accepted and is just wrong and goes against the community.  There are a couple of threads going about this subject.
