upload issues because of low speeds

Hi there,

I'm seeking advice with a rather odd problem, an issue with someone who's downloading my music.
The thing is his download speed, which is a whopping 14KiB/s (at max)..
Plus, he's got privileges. So his uploads have priority. But with this prehistoric download speeds he can easily keep my slots occupied for a whole week for just an album. 
Oh, and he's not sharing anything.

He/she is a returning customer. I already thought of writing this person in my best Portuguese, apparently he's from over there.
But man, last time I had a download speed of 14 KiB must have been in the previous century. To my knowledge Portugal should have broadband internet, even in the backcountry.
 
It's a nice thing he's donating, but with these speeds and privilege, he's spoiling the fun for many others. I was wondering: could this be a form of trolling Soulseek? 
Have you seen this before, and what are my options, besides banning this person?

I don't understand the problem? 
A downloader should only occupy 1 of your upload slots.
You still have other upload slots, and you can add extra if you want.

Are you suggesting that he is somehow taking up all of your upload slots ?!

He is, and I could offer more upload slots, but I'd like keep some bandwidth for my own needs. 
Maybe I don't understand the settings, I'm currently set to 4 slots. I don't see how I can change stuff to address this 'problem'..

He is taking up all four of your upload slots ?!
I don't think that's normal, I don't think any version of slsk is supposed to do that. I don't even have a setting that would allow that. 
If it works that way, then any user who downloads a bunch of files will always take up all your upload slots. 

I wonder if it's possible he is using a modified client to get multiple downloads at once?
