You can send a message to any user automatically who downloads from you IF they are not sharing files.
(i.e. It looks like you're not sharing any files. Please share something before downloading anything from my own shares. Thanks.)

yes, I knew that, thank you. The point was if I could do well with users who share files ...

... or better yet with ALL users, irrespective of whether they are sharing something or not...

It does not exist, only like I mentioned to you.

The exception would be if you had these people on your buddy list, you can send out a mass message to all users on your list. But it's not automatic, per se. You'd manually type and send message.
