How's Cannon Falls for a location? It's about 45 minutes from
Rochester, and about an hour from Chaska (taking 494 across before
heading south, per Google Maps).
If that distance is okay, I'm looking at Lake Byllesby County Park on
the Goodhue County side of the lake (the south side). Do note that
Dakota County has a regional park by the same name, if you try
searching for the park online.
From the Cannon Falls Public Works Department website:

From the map I found online, it also looks like there is a fishing
pier.
