I've used Sysinternals Process Explorer's handle search tool to try to identify the program which is using the file, but it cannot locate any handles pointing to npf64.sys. I also tried sysinternals' handle.exe utility, which also cannot find any references.
While I am no expert, these discovery tools talk on layer 2 of the network and MACs are used. IP doesn't matter at this level. They search for matching OUIs to identify specific manufacturers. OUI matches and it lists the device and reports it's IP address.

I actually like Config tool, don't have to install anything like Hikvision's SADP. Just extract to a folder and click the exe and it works. A tip is right click on your device and do 'open device web' and will automatically try to open the NVR with the :http port already filled in, great for when you forget what you changed the http port to.
I feel very dirty because I had to install the SADP in a Windows virtual machine (it does not work under Linux).
Interesting that the tool is build around QT and libpcap so technically it should not be too difficult to port it to Linux.

When the hikvision device is added incorrectly the first time by having one digit off on a port number or ip address and/or incorrect password or export to group was unchecked, The group of cameras does not get created. To avoid this from happening when adding, simply delete the incorrectly added device from device management and re-add again correctly or fix the issue by creating/adding the cameras to a group in the group tab.
