When we think of leaving one faith into another we think of
conversion.
But it needs to be understood when one leaves a "faith" into Torah
Observance it is G-d that is doing the conversion not men. Conversion
is an automatic response as our relationship with the one and only
creator grows closer and deeper.
The role of a Beit Din is not to "convert" but rather determine if a
person is an acceptable addition to a community. Will they disrupt a
community? Are they missionaries? Will they enhance the community? Are
they ready to be part of a new culture and environment? So the Beit
Din is looking out for the best interest of the community and the
individual looking to join as they should.
A true conversion does not need to take place before a Beit Din. A
conversion is between you and HaShem and as such is not subject to a
man-made establishment.

Well said, convertion is in the heart, that is how HaShem set it up.
