He was given a mere 4-5 year sentence. The girls mother received 5 years probation.
North Andover couple pleads guilty to abuse of daughters

NORTH ANDOVER — A North Andover man accused of torturing and abusing his teenage stepdaughters over a five-year period pleaded guilty Wednesday to more than two dozens charges associated with the abuse.
The girls' mother pleaded guilty for allowing the abuse to happen.
Justin Ladd, 35, pleaded guilty to 32 counts of assault and battery by means of a dangerous weapon, indecent assault and battery, open and gross lewdness and assaulting a person because of their race, according to the Essex County District Attorney's Office.
Anne Ladd, 34, pleaded guilty to two counts of reckless endangerment of a child and two counts of permitting bodily injury to a child for which she has care and custody.
Superior Court Judge James Lang accepted the joint recommendation of four to five years in state prison, followed by five years probation, for Justin Ladd, who must also register as a sex offender once his probation begins. He was ordered to have no contact and stay away from the victims, who are now 17 and 15-years old.
Lang also accepted the recommendation of five years probation for Anne Ladd, during which time she may only see her daughters while supervised by the Department of Children and Families (DCF) and if her daughters wish to see her.
"While there is no amount of jail time that would reflect the utter depravity of the defendants' conduct, this agreement spares the victims the additional trauma of a trial," District Attorney Jonathan Blodgett said in a statement. "As for these young women, who are true survivors, I hope that hearing these people who inflicted such horror admit their guilt helps them understand that what happened to them was not their fault."
According to the district attorney's office, Ladd repeatedly abused his two stepdaughters in their North Andover home from Sept. 1, 2008 to Feb. 1, 2013.
Ladd, an alleged white supremacist, told the two girls, whose biological father is Dominican, that if they "aren't white, they aren't right." He also ordered the two girls to dance like monkeys.
According to Assistant District Attorney Melissa Woodward, Ladd has numerous "white power" tattoos on his body and had painted Nazi symbols on the walls of home and would order the victims to give the Nazi salute to him.
During those five years, Ladd physically abused his stepdaughters; according to the district attorney's office, Ladd threw the girls against walls, hit them with a hammer, belt or piece of wood, twisted their tongues with pliers and exposed his genitals to the them.
Ladd also threatened to have the Hell's Angels motorcycle gang rape and kill the girls if they told anyone about the abuse.
In addition, evidence that would have been presented if the case had gone to trial proved Anne Ladd was present for some of the abuse inflicted upon her daughters, according to the DA's office.
In 2012, Anne Ladd agreed to file an emergency restraining order against her husband and take the girls to live with a family member after North Andover police, school officials and DCF were made aware of the abuse.
But when the children returned to school the following week, DCF was notified and learned Anne Ladd had failed to renew the restraining order and that she thought the girls were lying. The DA's office said DCF allowed the girls to return home with their mother and stepfather.
In January or early February 2013, the Ladds were evicted from their home in North Andover and moved in with Anne Ladd's family in Fitchburg. But in July 2013, the family was forced to move after Anne Ladd's father obtained a restraining order against Justin Ladd.
Shortly after moving to New Hampshire, Justin Ladd was arrested, and both children were placed in foster care where they remained Wednesday.
In addition to his prison and probation sentences, Justin Ladd will be mointored by a GPS bracelet during his probation. He must take a parenting and anger management class, complete any drug and alcohol treatment deemed necessary, complete a sex offender treatment program and remain drug and alcohol free.
"These are two incredibly remarkable young women who, despite struggling with issues of self-worth, abandonment and a total lack of protection by their mother....these young women have picked themselves up and chosen to survive," Woodard said during the plea hearing Wednesday.
