Which Hardware device is suitable to measure DC voltage in power measurement Range (0 - 13 volts)

You don’t specify the tolerance you require, but I’d suggest a 1% tolerance resistor divider pair together with a current limiting resistor and perhaps a cap to add a noise filter (and even better perhaps is a cap and an inductor - it all depends on your use case and the accuracy/tolerance you need).

You then hook the centre of the divider up via the (L)C to a GPIO and read the voltage on an ESP.
