flashing tasmota on sonoff pow origin/elite (powr320D)

I have (I thought) successfully flashed the device. Windows 10, Web flasher, Tasmota(english), ESP32. It connects and installs, finishes up, and says complete. When I apply mains, I get nothing. No LEDs or web interface. If I power it with just the usb serial, I can connect to the serial output and I can see that it is spontaneously rebooting. Here is the output: (repeating constantly).

Does anyone have some suggestions on what I have done wrong?
Did I use the correct firmware (Tasmota english) for esp32?

It's getting to the point where it's waiting for you to put in your WiFi credentials (192.168.4.1) it will wait for 3 minutes then reboot

...I had the same problem with a batch of POWR320D.
This was the first batch I  had to convert from stock firmware after  tasmota v13was published.
The flash process reports a successful flash, but the AP from wifi-manager never shows up.
On the serial it reports, that its waiting for 3 mins, but is rebooting instantly right after that, over and over again.

So I tried flashing v12.5.0 which still has the old dual partition layout, not safeboot like with v13.
That worked fine and I then used partition wizard to migrate to safeboot scheme and v13.

Please raise as an issue (if it's not already been raised). It won't get fixed unless people tell the developers.
