If you are using in a sealed system,  your best bet is a flow meter,  
If you're using tasmota/ esp device with mqtt, and node red,  you can set up flow to email you when there is movement from flow meter.

The Shelly Flood will do that. I don’t think it’s flashable with Tasmota but it can be set to MQTT mode An alternative would be a soil moisture sensor connected to a ESP8266 dev board.

Yes but it operates in sleep mode to save battery life
