Trying very hard to run rules on 14.1.0

I came up with the simplist test:( to answer if Rules are enabled)
05:26:55.757 MQT: stat/Sensor3/RESULT = {"Rule1":{"State":"ON","Once":"OFF","StopOnError":"OFF","Length":34,"Free":477,"Rules":"On Time#Minute 3 do power1 1 endon"}}

I tried old versions of Tasmota I tried another device No way.

My question is: Is Rule enabled in the precompiled version or do I have to recomplie it to enable it? And even simple one How do I check if Rules are enabled.?

The problem is user error not Tasmota.

on time#minute 3 is not correct

on time#minute=3 will trigger at 3 minutes past midnight

on time#minute|3 will trigger every 3 minutes
