Enabling tail-stamping on Broadcom TH5 switch

Hi.

I would like to configure the tail-stamping on a Broadcom Tomahawk5 (TH5) Router.

I am getting an error saying that the SAI cannot bind VLAN endpoint to the tailstamping feature. I have no VLAN configures on the system. The issue was traced to the file sonic-buildimage/src/sonic-swss/orchagent/aclorch.cpp. The fix is a small one and trivial. I would like to test it on my machine. I only need to compile the orchagent binary. However, I ran into a lot of compilation issues (missing headers and such) when trying to compile only the SWSS container, and I am having issues compiling from the community SONiC edition the enitre project.

Any advice would be greatly appreciated.
