VxLAN EVPN not working after switch reboot/reload

Hi Folks, 

              I am using the attached topology to test VxLAN EVPN in SONiC. Everything works fine when I do it from scratch. Host Ping each other and VxLAN EVPN tunnel works properly, please look at the attached ping.png and wireshark-1.png files. When I save the configurations and reboot/reload the switch the ping does not work despite the fact that all the configurations are the same. Interesting fact is ARP requests are being encapsulated by VxLAN and reaching the remote VTEP, please look at the attached wireshark-2.png file but somehow destination Leaf is unable to forward those requests to the destination vlan/host. 

Can anyone help me to resolve this issue.
