Default VLAN for ports created after DPB

For the SONiC 201910 release,

1) are the newly created DPB ports added to the default VLAN?

2) If yes, is it done  by the SAI implementation or is it done by the orchagent?

3) What is the expectation for the future releases?

1, The newly created DPB port will not be added to default VLAN, it is up to the user to add to any VLANs later?

2, See 1).

3, We should have the same expectation for future releases.
