If the verification code is sending to the account that is disabled rather than the secondary Google Account then that means I am going to guess that the recovery email address was inputted wrong to begin with when Google asked you to verify/check your recovery phone number and recovery email address.
I am also having the same issue. I type in the previous password used before I changed and forgot the password. It asks me to verify through phone , which I did . Then to type the code it sends to the email I am trying to get into.
Note: If you cannot use any recovery methods, you have permanently lost access to your account. However, you can unlink an email address tied to the locked account.
