Would like to know on any API or project settings/global variable I can use to disable a plugin under certain conditions.
For example : JIRA plugin
lets say the JIRA plugin attempts to connect to JIRA and JIRA is not available. So it should disable itself in that particular scan without hindering the scan process.

There is no way to do that Karthik except by updating the behavior of the Jira plugin itself.
