SonarQube - PHP - Method/Function Documentation

I am interested to know if each PHP method/function has a proper amount of documentation associated with it.

I am aware that there is a 'comment density' check but that is not specifically what i am looking for.

Does anyone know of any plugin that works in this manner, or does anyone have a good how-to document on plugin creation / rule creation / rule modification that would work for this specific check type?
