[VOTE] Release Perforce plugin 1.3

Hi guys,

Thanks to a (hopefully) very good contribution by Matthew DeTullio and also good feedback from Tyrel Haveman I'm please to start the vote for the release of SonarQube Perforce plugin 1.3.

The way to get the blame was mostly completely rewritten to be more reliable for untracked / moved / imported files.
