[feature request] custom issue

Hi,
Maybe SQ should support custom issue that does not need to be associated with a rule.
This type of issue should have detailed descriptive information.
Automatically closes when the line where the issue resides is changed.
Users can use tools such as ESLint and TSLint to generate this data.
Another use scenario is that the users fills in this data, perhaps this feature can be called `change request`

Hi,

There has to be an associated rule. That's just the way it works. 

OTOH, there's nothing keeping you from providing this generic rule (per-language!) in a custom plugin. 

Feel free to come back to this group with specific coding questions if you decide to embark on that.
