Insufficient privileges when attempting to delete condition from quality gate

Greetings -

We are using SonarQube 6.3. We have a 'power-user' group defined with all permissions except "Administer system:"

• Administer Quality Gates
• Administer Quality Profiles
• Execute Analysis
• Create Projects

Users in the 'power-user' group are able to Add conditions to quality gates, and Update existing conditions. But, when they try to Delete a condition, they receive an "insufficient privileges" error. I am an admin and I'm able to remove the condition. (This is all through the UI if that matters.)

The help text for the Administer Quality Gates permission says "Ability to perform any action on quality gates" so it seems they should be able to delete conditions too. Is this a bug? I've searched the SonarQube JIRA instance and didn't see anything relevant.
