Hello!

The only option for adding custom rules (related to AngularJS or not) is to write these custom rules in Java. Please, use this manual http://docs.sonarqube.org/display/DEV/Custom+Rules+for+JavaScript. Note, that this feature is available since JavaScript Plugin 2.6.
