New sonar plugin for Slack notifications

Hello everyone,

I hope this is the right way to do it. Here is my first try to contribute with a plugin for sonarqube. The plugin is quite simple but every feedback is more than welcome.

The plugin is called sonar-slack-notifier and sends sonar notifications to a given slack channel. The code and issue tracker is available on github.

This is indeed the place!

I don't use Slack, so I couldn't give this an end-to-end test. But I did spin it up in 5.3 and the server seemed to load it just fine.

I do have one observation: you've named your properties "slack.xxx", which is completely understandable. But the property naming convention would make them "sonar.slack.xxx".

Other than that, it looks good, and I've added it to the Other Plugins page.
