Propose to send emails here when modmesh CI fail

Hello,

We are going to push notifications to this mailing list when Github actions in solvcon/modmesh fail.

This is because that Github actions only send email to notify who trigger or set the workflow when failing. To let more people can subscribe to this information, we decide to use this mailing list for email notifications.
