Hackathon update: batch processing different areas

Hey folks, quick update on my progress from today's hackathon (thanks Cam for leading on this idea!), you can now run the pipeline for a batch of areas. I've merged the changes because it's very separate/decoupled from the rest of the code, but have a look or just read `docs/user/batching.md` for how to use it.

Probably won't have time for much more this week, but from next week I'll work on programmatically defining an area/tile, and/or maybe even downloading an area/tile straight from the LINZ APIs, so you can in theory run the pipeline over the entire country via a bunch of small tiles that can run on a laptop in the background (over several weeks I suspect 😅)
