SAW Bug? Or am I doing something wrong...?

Alright so.. I've  been playing around with Solaris Armor Works a lot lately (love me some AFVs!)

I've noticed that the 'experimental equipment' sction on the first tab never seems to become available for use; I've tried all sorts of combinations of Rules Level, Era, Tech Base and Production  year, but such goodies as Armored Motive System, Command Console, Mine Sweeper and so forth remain inaccessible. Is this a bug? Unfinished feature? Or did I break something?

Additionally, has mine dispenser been coded in yet? If yes, where would I find it?

Experimental is an unfinished feature. :/ 

I don't believe mine dispensers are coded in yet either.
