${X11BASE} points to the root of the installed X11 tree. To refer to
the installed location of an X11 package, use the ${X11PREFIX}
definition (this will be ${X11BASE} if xpkgwedge is not installed,
and ${LOCALBASE} if xpkgwedge is installed).
This seems to not only depend on xpkgwedge, but also if the pkg in
question was installed before or after xpkgwedge. Also, the recently
introduced EVAL_PREFIX needs to be mentioned here, too.
