Chernivsti archives research: Status

Hi all, I apologize for the sudden hiatus on the topic.
Recapping for those who may have missed:

1. We starting planning visiting the archives again to continue our researches. I ended up contacting Chernivsti's Chabad hoping to get someone who may do the job for us - a local Chernivstier, this time, to reduce costs.
2. Chabad eventually introduced me to an historian, Dr. Sergey.
3. I started talks with him on the proceedings, what to search for, how many visits, so we close the payment. Talks were frequent, on a daily basis.
4. Sometime in between closing the deal he stopped responding. I believe he did not think the deal was to his benefit - but I never understood why he suddenly stopped communication. I never made the point something was not negotiable. I presented the scope of the job and its price as an initial draft, at least this is how I viewed it. I ultimately gave up on moving this further with him.
5. Liliya Shelly, one of our Israeli members, then suggested we should try with the son of a friend she has currently living Chervnivsti. 
6. I talked to Liliya today asking about the status of (5), and she replied that things were moving, but our contact is having problems with the archives staff. Our contact wanted to go over the documents we want to scan/copy to have a better idea of the work required. The archive staff claims one cannot have access to specific documents - unless concrete family connection proofs are provided. So this got stucked.

We have to decide how to proceed from here.

It sounds like this is similar to the kinds of issues Alex Krakovsky has dealt with throughout Ukraine. He has successfully sued a bunch of archives to get them to release their records. A similar strategy might be needed here, but with the ongoing conflict, I have no idea how feasible that would be, and who our local champion might be.
