Archival Assistance

Hello, 

Would anyone be able to recommend a genealogist, historian, or archivist who could assist me in searching for my grandfather’s Secureni birth record? I see they may be digitized; however, I imagine they’re written in the Cyrillic Alphabet? Any tips or pointers would be greatly appreciated.
