Loads of different suggestions below but what works for me is just killing fortisslvpnclient.exe from task manager (or manually close the client) and restart fortisslvpndaemon service. Works without fail across 30-40 users/laptops I manage. You can just stop the service (or kill both fortisslvpn* processes in task manager, does the same thing) because when you start up the software again it starts the service automagically.
Often cause by virus/malware corruption of the vpn profile in windows. Virus protection software seems to be a problem as well according to Google. I have still not figured out how to resolve these issues. Drives me nuts.
After spending 3 days i found that VPN Client may bind some setting with user. I tried to install the same on my personal laptop and another machine where the user bind with same account (hotmail).
Then I realize may be this is user issue so I follow below steps and it work fine.
If you are hunting down for the 4.0.2143 client like I was you can find it at _SSL_VPN_Client_Installers (it is labelled 4.4.2297 but its actually 4.0.2143). You need to double click on the installer and before doing anything go to your %temp% folder and you will find the sslvpnclient.msi in there
I was having similar problem . I was able to get through it by running Microsoft utility (follow link below )on my window7 which find that certain device driver has been corrupted and it install the latest driver . I uninstalled the forti-client and then restarted again and installed forti-client which now able to connect to VPN .

I also had the same problem. Forticlient stops at 98%. I use v4.0.2267. This solution worked for me:
1. Kill FortiClient SSLVPN daemon in Task Manage.
2. Go to Control Panel -> Programs and features -> FortiSSL client -> Mark it then select REPAIR package.

The OS install driver to use smartphone as modem and this device is used instead of ISDN PPP. Restarting or Repairing Forticlient works but the final solution to get rid of the problem is going to device manager and disable the smarphone modem drive.

This happens on the latest 5.4.1 SSL client. This issue can occur if you already have an active VPN session. Fortigate sees this as a possible intrusion attempt and will deny the second VPN session. Once this happens quickly reboot to clear the certificate. Check mobile devices for auto-connect features and kill the VPN.
