Deliberately excluded are transmitting on the FLARM radio network as well as commercial and military use. There is a good reason for this: in the interest of flight safety and interference-free network operation, every transmitting device requires validation and an assigned, unique FLARM radio address.
Pegging a GPS receiver to a garage door opener and sending the result out on a public frequency and then having the audacity to limit others of transmitting too.
