This release of OGNbase has a number of incremental improvements, mostly related to the 2-station operational mode and to the mobile mode:

* GPIO output to shunt solar panel to keep battery voltage below 4.0V
* report to APRS the RSSI of hearing from remote station
* base station listens to traffic directly one time slot every 8 sec
* report if TTGO version is running on a T-Beam
* show messages in Serial even if OLED not installed
* show "mobile" operation mode on OLED
* in mobile mode refresh web page after obtaining a GNSS fix
* change NZ freq to 869.20
* prevent crash if radio chip is not found
* improved sleep behavior in 2-station operation
* report remote background noise to base even without traffic
* if APRS port is zero, test operation without connecting to APRS

Investigation showed that the main web page setup had a problem.  For me it resulted in not being able to (re)load the web page after the first seconds.  It may have caused the reboot loop for the person who reported the "issue".  Now posted a hopefully-fixed version MB149.
