Dear Sirs
During the COVID emergency, many citizens—including government employees and PSUs—contributed to the PM-CARES Fund, trusting it to be a transparent national relief mechanism.
With that trust in mind, a few unavoidable and factual questions arise—questions that concern process, not politics:
What is the officially consolidated amount collected under PM-CARES from its inception till date?
(There is still no single, comprehensive public disclosure.)
Where is the detailed utilisation statement—project-wise and state-wise—showing how these funds were deployed?
(Only broad summaries have been released at times , i think .)
Why is PM-CARES audited by a private auditor appointed by the Trust, and not by the Comptroller & Auditor General (CAG), which audits most funds involving public's money?
Why is PM-CARES outside the RTI Act, despite being chaired by the Prime Minister and administered using government infrastructure and personnel?
Why are audited accounts not placed before Parliament, which is the normal accountability
route in a democracy?
These are not allegations; but clarifications seeking updation
They are basic transparency expectations that would apply to any fund created during a national crisis and supported by citizens’ money.
If clear answers are not easily accessible, is it unreasonable for citizens to ask why—especially when contributions were made in good faith and urgency.?
Shared only in the spirit of informed citizenship and accountability—values that senior citizens like us have long upheld.
With regards and respects
Namaskaram
