Can't mention friends in feeds

We have three people trying this service. We're relying on email
notifications to ensure that everyone is getting notices on what they
are responsible for. However, we are unable to mention anyone using in
post. It's probably a a setting that we need to adjust. But we can't
seem to find it. Any insight on this issue?
