Honourable Prime Minister Shri Narendra Modi ji & Honourable Speaker Om Birla Sir,

I, Vidya Naik, National Secretary of Socialist Party (India), write this letter to respectfully remind the Parliament, through the Hon’ble Speaker, that any meaningful discussion on the Women’s Reservation Bill must begin with the historic and principled resignation of Dr. B. R. Ambedkar from the Union Cabinet in 1951.

Dr. Ambedkar resigned not for political disagreement, but in protest against the stalling and dilution of the Hindu Code Bill—a transformative legislative effort that sought to secure equal rights for women in matters of inheritance, marriage, and dignity. His resignation remains one of the strongest moral statements in India’s parliamentary history, reflecting that women’s rights are not secondary, but foundational to democracy.

It is therefore only appropriate that the present discourse on women’s political reservation is anchored in this legacy of sacrifice and constitutional morality.

In this context, I place on record a strong appeal to the Hon’ble Prime Minister to uphold this historic responsibility. If the Women’s Reservation Amendment Bill is not passed and implemented, it would raise serious moral and democratic concerns, and history will demand accountability at the highest level.

The Women’s Reservation Bill is not merely a policy proposal—it is the continuation of an unfinished commitment made to the women of India. 

Acknowledge the historical struggle for women’s equality

Remind Parliament of its moral and constitutional responsibility

Reinforce that delay or dilution of women’s rights has long-standing consequences

Today, as women across India assert their rightful place in governance, it is imperative that Parliament sends a clear message—that the sacrifices made in the past will not be repeated in vain.

I, therefore, humbly urge both the ruling party as well as all Opposition parties to formally initiate the discussion on the Women’s Reservation Bill by placing on record the resignation of Dr. B.R. Ambedkar and the circumstances surrounding the Hindu Code Bill as a guiding constitutional moment.

This will not only honor his legacy but also strengthen the ethical foundation of the debate. I further urge that no political force should obstruct women’s rightful political progress. History has never forgiven those who stood as obstacles to justice and equality.

महोदय,

माननीय प्रधानमंत्री श्री नरेंद्र मोदी जी एवं माननीय लोकसभा अध्यक्ष श्री ओम बिरला जी,

मैं, विद्या नाइक, राष्ट्रीय सचिव, सोशलिस्ट पार्टी (इंडिया), इस पत्र के माध्यम से माननीय अध्यक्ष के जरिए संसद को यह स्मरण कराना चाहती हूँ कि महिला आरक्षण विधेयक पर कोई भी सार्थक चर्चा Dr. B. R. Ambedkar के 1951 में केंद्रीय मंत्रिमंडल से दिए गए ऐतिहासिक और सिद्धांत आधारित इस्तीफे से ही प्रारंभ होनी चाहिए।

डॉ. आंबेडकर ने किसी राजनीतिक असहमति के कारण नहीं, बल्कि Hindu Code Bill को रोकने और कमजोर करने के विरोध में इस्तीफा दिया था—यह एक ऐसा परिवर्तनकारी विधेयक था, जिसका उद्देश्य महिलाओं को संपत्ति, विवाह और गरिमा के मामलों में समान अधिकार देना था। उनका यह इस्तीफा भारत के संसदीय इतिहास में सबसे मजबूत नैतिक उदाहरणों में से एक है, जो यह दर्शाता है कि महिलाओं के अधिकार द्वितीयक नहीं, बल्कि लोकतंत्र की नींव हैं।

अतः यह अत्यंत आवश्यक है कि महिला राजनीतिक आरक्षण पर वर्तमान चर्चा इस त्याग और संवैधानिक नैतिकता की विरासत पर आधारित हो।

इसी संदर्भ में, मैं माननीय प्रधानमंत्री से यह प्रबल आग्रह करती हूँ कि वे इस ऐतिहासिक जिम्मेदारी का निर्वहन करें। यदि महिला आरक्षण संशोधन विधेयक पारित और लागू नहीं किया जाता है, तो यह गंभीर नैतिक और लोकतांत्रिक प्रश्न खड़े करेगा, और इतिहास उच्चतम स्तर पर जवाबदेही तय करेगा।

महिला आरक्षण विधेयक केवल एक नीति नहीं है—यह भारत की महिलाओं से किया गया एक अधूरा वादा है। डॉ. आंबेडकर के इस्तीफे से चर्चा प्रारंभ करने से:

महिलाओं की समानता के ऐतिहासिक संघर्ष को मान्यता मिलेगी

संसद को उसकी नैतिक और संवैधानिक जिम्मेदारी का स्मरण होगा

महिलाओं के अधिकारों में देरी या कमी के दीर्घकालिक प्रभाव स्पष्ट होंगे

आज, जब भारत की महिलाएं शासन में अपने अधिकारपूर्ण स्थान की मांग कर रही हैं, यह आवश्यक है कि संसद एक स्पष्ट संदेश दे—कि अतीत के त्याग व्यर्थ नहीं जाएंगे।

मैं, अतः विनम्रतापूर्वक सत्तारूढ़ तथा सभी विपक्षी दलों से आग्रह करती हूँ कि वे महिला आरक्षण विधेयक पर चर्चा औपचारिक रूप से प्रारंभ करें और डॉ. बी. आर. आंबेडकर के इस्तीफे तथा हिंदू कोड बिल से संबंधित परिस्थितियों को एक मार्गदर्शक संवैधानिक क्षण के रूप में दर्ज करें।

यह न केवल उनकी विरासत का सम्मान करेगा, बल्कि इस बहस की नैतिक आधारशिला को भी मजबूत करेगा। साथ ही, मैं यह भी आग्रह करती हूँ कि कोई भी राजनीतिक शक्ति महिलाओं की वैध राजनीतिक प्रगति में बाधा न बने। इतिहास ने कभी भी न्याय और समानता के मार्ग में रुकावट बनने वालों को क्षमा नहीं किया है।
