Request to constitute a National Observer Team for Loktantra ke Prayog in Bankipur, Patna

आदरणीय संदीप सर एवं समस्त राष्ट्रीय कार्यकारिणी पदाधिकारी / सदस्य, 

विषय : बाँकीपुर विधानसभा क्षेत्र (पटना) में "लोकतंत्र के प्रयोग" अभियान हेतु एक राष्ट्रीय पर्यवेक्षक टीम गठित करने के लिये आग्रह। 

यह सूचित करते हुए खुशी हो रही है कि पटना जिला के बाँकीपुर विधानसभा क्षेत्र के विधायक एवं भाजपा के राष्ट्रीय अध्यक्ष श्री नितीन नवीन जी के राज्यसभा सदस्य के रूप में चुने जाने के बाद यह तय हो गया है कि अगले छह माह के भीतर बाँकीपुर विधानसभा क्षेत्र (पटना जिला) में उपचुनाव होगा। 

हमलोग अपेक्षा कर रहे हैं कि 3-4 महीने में यह चुनाव होगा, और उस अनुसार बिहार प्रदेश राज्य समिति ने तैयारियां शुरू कर दी है। 

बिहार प्रदेश राज्य समिति ने तय किया है कि इस आगामी उपचुनाव के लिये "लोकतंत्र के प्रयोग" अभियान के तहत कार्यकर्ताओं के गोपनीय वोटिंग एवं सबके सामने पारदर्शी गिनती के माध्यम से प्रत्याशी का चयन किया जायेगा। 

वर्तमान में तो इस विधानसभा में हमारे बहुत ज्यादा सदस्य नहीं हैं, इसलिए हमलोगों ने कल से ही 10/- रूपया शुल्क के साथ सदस्यता अभियान की शुरूआत कर दी है। 

हमलोगों का लक्ष्य है कि अगले दो से तीन माह में उक्त विधान सभा क्षेत्र में 5000 सदस्य बनाएं जाएं एवं प्रत्याशी के लिये वोटिंग के समय 2000 के लगभग सदस्य उपस्थित रहें और वोट करें। 

उक्त सन्दर्भों में आदरणीय संदीप सर एवं समस्त राष्ट्रीय कार्यकारिणी के पदाधिकारियों / सदस्यों से आग्रह है कि बाँकीपुर विधानसभा क्षेत्र में "लोकतंत्र के प्रयोग" अभियान के तहत होने वाले प्रत्याशी चयन की प्रक्रियाओं की मॉनिटरिंग के लिये पार्टी के भीतर से एवं पार्टी के बाहर के भी कुछ सोशलिस्ट नेताओं की एक राष्ट्रीय पर्यवेक्षक टीम गठित कर दी जाये जो इन प्रक्रियाओं एवं गतिविधियों की सत्यता और पारदर्शिता को सुनिश्चित करे। 

साथ ही, पटना एवं बिहार में मौजूद पार्टी से बाहर के सोशलिस्ट नेताओं को इस राष्ट्रीय पर्यवेक्षक टीम का हिस्सा बनाएं जिन्हें राष्ट्रीय स्थानीय पर्यवेक्षक टीम का दर्जा दिया जाये जो लगातार पटना स्थित पार्टी के प्रदेश कार्यालय में आकर भी गतिविधियों को देख सकें। 

बिहार प्रदेश समिति इस राष्ट्रीय पर्यवेक्षक टीम के प्रति पूर्ण उत्तरदायित्व के साथ कार्य करने को तैयार है।

Subject : Request to constitute a National Observer Team for "Loktantra ke Prayog" campaign in Bankipur, Patna

I am pleased to inform you that after Shri Nitin Navin, MLA from the Bankipur Assembly constituency of Patna district and National President of BJP, has been elected as a Member of the Rajya Sabha, it has now been decided that a by-election will be held in the Bankipur Assembly constituency (Patna district) within the next six months.

We expect that this election may take place within the next 3–4 months, and accordingly, the Bihar State Committee has already begun its preparations.

The Bihar State Committee has decided that, for this upcoming by-election, the candidate will be selected under the “Loktantra ke Prayog" campaign through confidential voting by party workers and transparent counting in front of everyone.

At present, we do not have a large number of members in this constituency. Therefore, starting from yesterday, we have launched a membership drive with a fee of ₹10.

Our target is to enroll 5,000 members in the said Assembly constituency within the next 2–3 months and to ensure that around 2,000 members are present and cast their votes during the candidate selection process.

In this context, we request Respected Sandeep Sir and all members/officials of the National Executive to constitute a National Observer Team, comprising both members from within the party and some socialist leaders from outside the party, to monitor the candidate selection process under the “Loktantra ke Prayog” campaign and to ensure its authenticity and transparency.

Additionally, socialist leaders based in Patna and Bihar, who are not part of the party, may also be included in this observer team and be given the status of local national observers, so that they can regularly visit the state party office in Patna and oversee the activities.

The Bihar State Committee is fully committed to working with complete accountability towards this National Observer Team.
