Dear Sandeepbhai
Some decades ago I had proposed this scheme in the India -Pakistan context.
For some odd reason which it is difficult to comprehend, there were few takers for it then.
I have updated some of the statistics mentioned and am attaching it for what it may now be worth.It may still have a great psychological impact if adopted though the number of persons it would now directly affect would be in the last phase of their life.
